The new House Bill seeks to provide wealthy funding for the National Library so it can provide full and active support to all government libraries, especially in the aspect of digitization and electronic library facilities. 

The vision is to improve the country's educational systems by targeting learning resource centers, like libraries. The proposed budget for this project every year is about 500 million pesos until all government libraries are much provided with their needs. 

House Bill 8087 acts as a buttress that supports the RA 7743: AN ACT PROVIDING FOR THE ESTABLISHMENT OF CONGRESSIONAL, CITY AND MUNICIPAL LIBRARIES AND BARANGAY READING CENTERS THROUGHOUT THE PHILIPPINES, APPROPRIATING THE NECESSARY FUNDS THEREFOR AND FOR OTHER PURPOSES.
